"As you know, we defunded the police department..."
What are the latest developments concerning your police force, Mr. Mayor?
As you know, we defunded the department. Actually, we shifted funds to retrain police officers as Community Counselors. We call it the CC Service.
I understand there were a couple of incidents recently.
During a house call, two of our Counselors were shot. One was immediately released after suffering only minor wounds. The other Counselor underwent emergency surgery. He’s expected to recover.
These Counselors were unarmed?
Of course. That’s the whole point of the CC Service. But you see, retraining police officers to operate as Counselors isn’t always easy. Our investigation of the house call incident showed that.
Showed what?
That the interpersonal skills of the Counselors were sub-standard.
In what way?
They didn’t display proper deference to the men in the apartment.
Those men had guns.
Yes.
Who are the men?
We don’t reveal names of suspects.
Were they arrested?
They were detained for interviews. It turned out the shooting was based on a misunderstanding. The two men thought the Counselors were members of a rival…organization.
That’s what the two men said?
Yes.
Will they be charged with a crime?
They’ll attend re-education seminars.
To learn how to behave?
That’s a crude way of putting it. We teach disaffected and underserved citizens what our new CC Service is all about. To reduce their fear of police.
I see. Suppose, after the seminars, these two men go out and commit crimes. Suppose they rob a jewelry store and shoot a clerk.
That’s a hypothetical. We don’t deal in speculation.
Your two Counselors who were shot---what are they saying?
They’re on board with our program. They realize the risks.
To be fair, they have to be on board. Otherwise, they’re out of a job.
They’ve already offered apologies to the victims.
The victims? You mean the men who shot them?
Yes. Those men were victims of misapplied communications skills on the part of the CC Counselors.
Let me get this straight. The shooters weren’t guilty of a crime.
That’s right.
I’m sure the word has gotten out to people who rob and steal and kill. They won’t be confronted by police officers with guns.
We want the word to get out. In the long run, the crime rate will decline.
How does that work?

People who were formerly looked down upon as criminals will be relieved of that burden. Then they’ll see a road to recovery.
Recovery from what?
Decades of traditional policing.
And these criminals will reform themselves? They won’t rob, steal, and kill?
We don’t like to use those words. They’re loaded with misconceptions about the nature of actions based on systemic disaffection. When you cure the real causes, you eliminate the effects.
I understand the family of a woman who was recently shot and killed outside her home are suing the town.
Yes. However, the judge has ruled that the suspect must be allowed to testify at an arbitration hearing.
What kind of hearing?
The suspect explains his actions to an independent commissioner appointed by my office. The commissioner can permit the lawsuit to move forward or deny it, based on the suspect’s explanation.
Your town has a population of 20,000. In the last several months, more than 2000 people have moved away.
Yes. We expected that. Frankly, we’re glad to see them go. They include MAGA people, who are extremists.
They prefer old-fashioned methods of law enforcement?
That’s correct. They want arrests, prosecutions, convictions, and sentences without any reference to extenuating circumstances.
And under your new CC program, any and all actions which were once considered criminal DO have extenuating circumstances.
Exactly. We’re digging at the very social and political foundations and exposing conditions that inevitably give rise to so-called crimes.
Which is exactly what criminals want you to do.
Excuse me? What?
If I were a thief or a murderer, I’d celebrate any postponement or cancelation of my arrest and prosecution.
That’s irrelevant. We’re a community here. Everyone belongs. Equity is our mutual goal.
What is equity?
This interview is over. I suppose you want me to say, “We run the fucking show. That’s what equity is. ‘What we say goes’ is the new law.”
I was hoping you would say that.
But I won’t. The answer, my friend, is love. But you wouldn’t get that. You’re old school. Well, here’s the word: school’s out.
[In the background, shots fired. A new misunderstanding.]
