NATO Defense Ministers met in Brussels to sign a Convention amending the statutes of the Alliance.

From now on, NATO will be able to be at war outside the scope of Article 5, in other words without one of its members being attacked. The idea is to turn the Organization into a “coalition of volunteers à la carte”. In the crosshairs are Russia and China.
